The Rural Municipality of Springfield undertook a community-based strategic plan. The Municipal Council hired Pivot Performance of Winnipeg, Manitoba to lead the process. The work took place over six months between August 2016 and February 2017 leading to the development of the community's first Ten-Year Vision.
The development of the plan relied on a consultation process with the community. Eighteen stakeholder interviews were conducted, two open houses, and workshops with administration were convened for the purpose of learning more about how the community wanted to see its' Ten-Year Vision. Much of the initial consultation focused on current strengths and weaknesses as well as the opportunities and threats that the RM could face in the future. Administration focused on completing an environment scan of the RM. Council and Administration then developed the strategic plan based on the results of the extensive consultation process through a series of meetings which began with a two-day planning session, followed by a series of two-hour meetings to finalize the plan. The following document is the resulting Ten-Year Vision Plan for the RM of Springfield.
